Yes. SABER certification is mandatory for all industrial products imported into Saudi Arabia, including industrial valves. Without a valid Shipment Certificate of Conformity (SCoC) issued through the SABER platform, your valve shipment will be held at Saudi customs and may be returned or destroyed. The requirement applies regardless of the valve type, size, or value. As of 2024, enforcement has become stricter with customs officials actively verifying SABER SCoC numbers.

The initial Product Certificate of Conformity (PCoC) registration takes 3-7 business days for first-time products, depending on the conformity assessment body (CAB) workload and documentation completeness. Once the PCoC is active, each Shipment Certificate of Conformity (SCoC) can be issued in 1-2 business days. Supreme Valves maintains active PCoCs for all major valve categories, so for repeat orders, SCoC issuance is typically same-day or next-day.

SABER replaced the legacy SASO Certificate of Conformity (CoC) system in 2019. Key differences: (1) SABER is fully electronic — all applications, reviews, and certificate issuance happen online, (2) SABER uses a two-stage process (PCoC + SCoC) vs the old single CoC, (3) SABER certificates have QR codes for customs verification, (4) SABER has tighter integration with Saudi customs systems for real-time verification. The underlying technical requirements (compliance with SASO standards) remain similar.
