Supplying Valves to Nigerian Refinery Projects: Lessons from the Dangote Build-Out
Technical guide · Supreme Valves India · Updated 2026-10-24
The Dangote Petroleum Refinery in the Lekki Free Zone near Lagos, a single-train refinery with a design capacity of 650,000 barrels per day, is the largest industrial project Nigeria has seen. It started production in 2024. A project of that scale, together with the modular refineries and rehabilitation programmes that followed, has made Nigeria an active market for refinery valves, and has shown where supply into the country tends to go wrong.
This article sets out practical lessons for buyers and for exporters supplying valves to Nigerian refinery and petrochemical projects. It is based on general project practice, not on any single contract.
1. The specification is international, the paperwork is local
Technically, Nigerian refinery projects use the same standards as refineries anywhere else: API 600 cast steel gate valves, API 602 forged valves for small bore, API 608 and API 6D ball valves, API 594 check valves and API 609 butterfly valves, all tested to API 598 with EN 10204 3.1 material certificates. The licensor's and EPC contractor's specifications add the detail.
Where shipments get delayed is the import documentation. The importer has to open a Form M through an authorised dealer bank before the goods ship. Regulated products need SONCAP certification from the Standards Organisation of Nigeria. Nigeria Customs issues a Pre-Arrival Assessment Report (PAAR) against the Form M and the shipping documents. If the descriptions, HS codes, quantities or values on the invoice don't match the Form M, the cargo waits at the port.
2. Confirm the customs regime before invoicing
Goods delivered to an enterprise licensed in a free zone, such as the Lekki Free Zone, are handled under the free zone regime administered by the Nigeria Export Processing Zones Authority. Goods for plants outside free zones go through the normal customs territory process. The invoice, consignee details and documents differ between the two, so the supplier needs to know which applies before preparing them.
3. Nigerian Content is part of the commercial evaluation
Oil and gas projects in Nigeria fall under the Nigerian Oil and Gas Industry Content Development Act 2010, overseen by the Nigerian Content Development and Monitoring Board (NCDMB). For valve packages this often means local stockholding, local assembly or testing, use of Nigerian agents or service companies, and training commitments. Overseas manufacturers usually meet this through a Nigerian partner. Plan the arrangement before the tender, not after award.
4. Ports and inland transport add time
Most cargo for the Lagos area comes through Apapa, Tin Can Island or the Lekki Deep Sea Port, which opened in 2023 close to the Lekki industrial zone. Port dwell time and road congestion around Lagos can be significant. Build that into the required-on-site date, and avoid splitting a valve package across too many shipments, because each one goes through clearance separately.
5. Pack and preserve for humidity
Lagos is hot and humid, and valves often wait weeks or months between delivery and installation on large projects. Specify:
- End covers on all flanged and weld ends, with flange faces protected by rust preventive.
- Internal preservation and desiccant for carbon steel valves, especially gear operators and actuators.
- Seaworthy wooden cases with moisture barrier for long storage.
- Clear tag numbers on the valve and the case, matching the line list and packing list.
6. Order commissioning and operating spares with the valves
Lead times for replacement parts shipped from overseas are long. On refinery projects it pays to order commissioning spares (gaskets, packing sets, seat and seal kits) and two-year operating spares with the main valve order, priced per item so the owner's team can reorder later.
7. Make documentation complete at dispatch
Final inspection release, material certificates, test certificates and the vendor data book should be complete before the goods leave the factory. Missing or mismatched certificates are much harder to resolve once the cargo is in Lagos. Heat numbers on the castings should match the 3.1 certificates, and the tag numbers on the test certificates should match the packing list.
Checklist for an RFQ into Nigeria
- Line list with valve type, size, class, materials, ends and operator per tag.
- Applicable project and licensor specifications.
- Consignee, delivery terms (FOB, CFR or CIF Lagos) and customs regime (free zone or customs territory).
- SONCAP and Nigerian Content requirements.
- Inspection and test plan, including any third-party witness.
- Packing, preservation and spares requirements.
Send the line list and delivery terms and we will quote with documentation aligned to the Nigerian import process.
Frequently asked questions
What import documents are needed to ship valves to Nigeria?
The importer opens a Form M through an authorised dealer bank before shipment. Regulated products need SONCAP certification from the Standards Organisation of Nigeria, and Nigeria Customs issues a Pre-Arrival Assessment Report (PAAR) based on the Form M and shipping documents. The supplier provides the commercial invoice, packing list, certificate of origin, bill of lading and product certificates to match.
Are shipments to the Lekki Free Zone treated differently?
Yes. Goods for licensed free zone enterprises are handled under the free zone regime administered by the Nigeria Export Processing Zones Authority, with different duty and documentation rules from goods imported into the customs territory. Confirm with the consignee which regime applies before the invoice is prepared.
Which valve standards are used on Nigerian refinery projects?
Refinery and petrochemical projects in Nigeria generally use the same international standards as elsewhere: API 600, API 602, API 608, API 6D, API 594, API 609 and ASME B16.34, with testing to API 598 and EN 10204 3.1 material certificates. Project specifications from the licensor and EPC contractor add the detailed requirements.
