Valve Specifications for Oman Oil and Gas Projects (PDO and Operators): An Overview
Technical guide · Supreme Valves India · Updated 2026-10-24
Petroleum Development Oman (PDO) is the largest exploration and production company in the Sultanate. It is owned by the Government of Oman (60 percent), Shell (34 percent), TotalEnergies (4 percent) and PTTEP (2 percent). PDO and the other operators in Oman, together with their EPC contractors, issue detailed engineering specifications for valves. This overview covers the requirements that come up most often in Omani valve enquiries, so that quotations can be technically compliant first time.
The exact requirements always come from the purchase requisition and the project's piping classes. Treat this page as a checklist of what to look for, not a replacement for the specification.
Company standards rather than catalogue ratings
Omani operators generally do not buy against a catalogue description. Valves are ordered against company or project specifications that sit on top of international standards such as API 600, API 602, API 608, API 6D, API 594, API 609 and ASME B16.34. Because of Shell's long involvement in PDO, many project specifications follow Shell DEP practice, and material requisitions often use structured material codes per line item.
For the supplier, this means reading the valve datasheet and the referenced specifications together. Typical additions to the base API standard include:
- Minimum wall thickness, stem diameter or design margins above the API minimum.
- Specific trim combinations, such as stellite-faced seats for gate and globe valves in higher classes.
- Low-emission stem packing qualified to ISO 15848-1 or API 624 / API 641.
- Extended test requirements beyond API 598, for example a high-pressure gas seat test or a low-pressure gas test on soft-seated valves.
- Painting systems for desert exposure with high UV and temperature swings.
Sour service
A large share of Oman's onshore production contains hydrogen sulphide, so sour service is common in production, gathering and gas lines. Where the piping class calls for it, materials must meet NACE MR0175 / ISO 15156:
- Carbon steel bodies (WCB, WCC, A105, LF2) with hardness limits on the base metal and welds, typically 22 HRC maximum.
- Bolting to grades suitable for sour service where it is exposed to the process, such as B7M / 2HM. Many specifications also restrict external bolting if insulation can trap H2S.
- Trim materials qualified for the H2S partial pressure, chloride level, pH and temperature of the line, not just "316 stainless".
- Certificates stating compliance with ISO 15156 for each relevant part, with hardness test results.
Produced water and chlorides
Produced water in Oman is often hot and high in chlorides, which is why duplex and super duplex stainless steels, along with lined or non-metallic piping, appear in water injection and disposal systems. For duplex valves, expect requirements for ferrite content, impact testing at low temperature, and corrosion testing to ASTM G48. These usually need to be witnessed and recorded on 3.1 or 3.2 certificates.
Fire-safe and fugitive emission testing
Soft-seated ball valves and butterfly valves in hydrocarbon service are normally specified fire-safe to API 607 or API 6FA, supported by a type test certificate that covers the design, size and class range supplied. Gate, globe and ball valves may also need fugitive emission type test certificates, and production testing on a sample basis.
Inspection and documentation
A typical Omani vendor data book for valves includes:
- Approved datasheets and general arrangement drawings with weights and face-to-face dimensions.
- EN 10204 3.1 material certificates traceable by heat number to body, bonnet, closure member and stem.
- Pressure test certificates (shell, seat, backseat) and any additional gas tests.
- Fire-safe and emission type test certificates where specified.
- NACE compliance and hardness reports for sour service lines.
- Positive material identification (PMI) records for alloy parts.
- Painting and coating inspection reports.
- Third-party inspection release note where the purchase order includes witness points.
Supplier registration and In-Country Value
Suppliers to Oman's oil and gas sector are usually registered in the Joint Supplier Registration System (JSRS), and then qualified by the operator or the EPC contractor for each product category. Tenders are scored on In-Country Value (ICV) as well as technical and commercial compliance. For foreign manufacturers, working with an Omani agent or stockist and planning local warehousing or after-sales support can improve the ICV score.
Logistics
Valves for Omani projects ship mainly through Sohar, Duqm and Salalah. Sea transit from India's west coast ports is short, which makes Indian supply competitive on lead time for urgent requirements and spares. Make sure packing, preservation and marking follow the project specification, especially for long storage in hot conditions.
If you have a requisition for an Omani project, send the datasheets and referenced specifications. We will return a clause-by-clause technical response with the quotation.
Frequently asked questions
Do Oman oil and gas projects require sour service valves?
Many do. A large share of Oman's onshore production contains H2S, so piping classes for production, gathering and gas service often require materials qualified to NACE MR0175 / ISO 15156, with hardness limits and certification. The requirement is set per line by the piping class, so check the line list rather than assuming it applies to the whole package.
What documents should a valve supplier provide for an Oman project?
Typically a vendor data book with datasheets, general arrangement drawings, EN 10204 3.1 material certificates traceable by heat number, pressure test certificates, fire-safe type test certificates where specified, NACE compliance certificates for sour lines, painting reports and the inspection release note, plus certificate of origin and commercial documents for customs.
Can an Indian manufacturer supply valves to PDO projects?
Yes, through the operator's or the EPC contractor's approved vendor process. Suppliers usually need to be registered in Oman's Joint Supplier Registration System and qualified by the operator or contractor for the product category, and bids are scored on In-Country Value as well as technical and commercial terms.
