What IBR covers for valve buyers

The Indian Boilers Act and Indian Boiler Regulations (IBR) govern design, manufacture, inspection, and certification of boilers and certain steam piping components in India. Valves on regulated boiler steam and feedwater circuits often must be IBR-approved — meaning the manufacturer holds relevant approvals and the valves are documented for inspection by the boiler directorate or authorized inspector.

Buyers and EPCs who treat IBR as a last-minute stamp request cause delivery delays. This checklist is written for procurement officers and project engineers so the enquiry already contains what inspectors and manufacturers need. Step 1 — Confirm circuit applicability

Not every valve in a boiler house is automatically IBR. Clarify with the boiler consultant or inspector whether the line is under IBR (main steam, feedwater, blowdown, certain auxiliaries) or only plant utility steam outside the regulated boundary. Document the boiler rating (pressure and capacity) on the purchase requisition.

State media clearly: steam, boiler feedwater, or condensate. Material and testing expectations differ. Mark design pressure and temperature from the approved piping class.

Step 2 — Valve types and ends

Common IBR boiler valves include gate (isolation), globe (regulation/blowdown auxiliaries), check/NRV (feed and steam non-return), and safety valves (separate sizing rules). Specify flanged or screwed ends per the approved drawing. Class or rating must match the boiler and piping design — do not assume Class 150 for all boiler auxiliaries.

Step 3 — Documentation pack

Request EN 10204 3.1 material certificates with heat numbers. For IBR, Form III / IIIc (as applicable to the component and approval route) and inspection stages must be planned in the ITP. Hydrostatic shell and seat tests should be recorded against serial numbers. GA drawings and nameplate data (IBR mark where required) should be approved before manufacture freezes.

Third-party or boiler inspector witness points should be listed in the PO. Late addition of witness requirements is a frequent cause of schedule slip.

Step 4 — Enquiry data that prevents rejection

Minimum RFQ fields: boiler working pressure and design pressure, temperature, media, valve type and size, quantity, end connection, material (often bronze/gunmetal for small IBR valves or WCB/steel for larger steam valves — follow the approved spec), required forms, delivery site, and inspection agency. Step 5 — Installation and companion equipment
